The next fix you want to try to get the Minecraft launcher to work is to run it as Administrator. At the top of the list, one option is called End Task. Right-clicking the manager presents you with a list of options. Once you do that, you will be able to choose that version when making a new profile with the minecraft launcher. They all need to be named the same aside from file extensions.
